In proceeding without the consent of the Vatican the Sardinian Government braved clerical and Papal indignation and assumed precisely the attitude of hostility to the forces of reaction and ultramontanism that Cavour believed essential to the progress of Liberal ism and national consciousness in Piedmont and Italy. The intrinsic justice of the reform had been admitted by its most redoubtable Opponents, the conti Cesare Balbo and Ottavio di Revel, who, during the debate on the 6th, had declared their intention of withdrawing their support from the Government but on the point of principle the bill was opposed by twenty-six members of the Right who had hitherto supported the Government.
